Graham Parsons, PhD.
Organisation for Western Economic Cooperation
Graham Parsons is President of the Organisation for Western Economic Cooperation in Regina and Vice President of Development for Clifton Associates Ltd. He received a PhD. in regional economic development from the University of London (UK) in 1972 and has worked for the Governments of Canada, Ontario and Saskatchewan, taught at the Universities of Manitoba, Saskatchewan and Regina and been Chief Economist for Western Canada for the Canada West Foundation. His career has involved him in academia, research and teaching regional development and transportation, as a manager of Crown Corporations, as a Secretary to the provincial Cabinet, as the leader of an international think tank and a practicing consultant.
Graham’s work has addressed a large number of Canadian and international economic development initiatives including western economic cooperation, a national agriculture strategy, Panama mining law reform, Prairie grain handling and transportation, west coast bulk handling, western Canada transportation advancement and the privatization of Crown Corporations. Graham has completed over one hundred papers and presentations in academic journals, for international agencies and think tanks . In 2003 Graham completed his book This Year Country on the future of Saskatchewan. The sequel, Saskatchewan Rising will be released this year. Graham lives in Regina with his wife and has three grown children and one grandson.
