James Clifford (Cliff) Mackay
President, Railway Association of Canada, Ottawa

Cliff Mackay is the President and Chief Executive Officer o f the Railway Association of Canada. Prior to his appointment, he was President and Chief Executive Officer of the Air Transport Association of Canada (ATAC) for the last 9 years.

Mr. Mackay’s twenty years of experience in the Canadian federal government culminated in his appointment as Senior Assistant Deputy Minister, Industry and Regional Operations, at Industry Canada. On leaving the government, he became Senior Vice President responsible for the Space Division at Spar Aerospace. He was appointed Pre sident and CEO of ATAC in 1997. While in that position he served on the Board of NAV CANADA.

A recipient of the C.D. Howe Award, Mr. Mackay has a B.A. (Honours) in Economics and History from the University of New Brunswick, and an M.A. in Economics from McMaster University. Mr. Mackay is married and has three children.
